To date, little evidence has tested the direct impact of instructional dollars on SAT scores. Were it the case that educational quality and achievement boosts could be directly purchased, the focus on funding formula becomes well warranted. Based on findings to the contrary, this book argues that the funding battles create the guise of progressive change with nothing to show for it, either in SAT performance levels or collegiate attainment. Until the reform focus is readjusted to what truly matters (the nature of instruction and student engagement across classrooms), the more-of-the-same track record can be expected to persist in our nation s public schools.
